If you are in an organisation that is not using CBME, the form templates tab is unlikely to be something you will ever use. Form templates allow users to make forms more consistent and in the case of the Competency-Based Medical Education module, allow users to configure the requirements for multiple forms through one user interface. Administrative staff specify EPAs and milestones, contextual variables, and rating scales to be used on assessment forms for clinical environments, and these forms get created after a form template is published. Form templates are built off of something called a form blueprint and there is currently no way through the user interface to configure a form blueprint. If you want different form templates from those in a default installation of Elentra, you'll need a developer's help.
